Speed up transaction autocomplete suggestions

Summary

Reduced the transaction-name autocomplete debounce from 250 ms to 200 ms, updated the frontend documentation, and excluded the local devlog.md file from Git tracking.

Decisions

• Use a 200 ms debounce to make autocomplete feel more responsive while retaining request throttling

Learnings

• A previously tracked file must be removed from the Git index before a new ignore rule takes effect
